Arfa Software Technology Park, Lahore is no doubt a state of the art building with everything that a small or a large ICT business would require. I actually had this thought before moving into the building and it does have all the facilities but the management by PITB (Punjab Information Technology Board) is so poor that it pisses you off very often.
PITB has occupied the 11th floor of ASTP (Arfa Software Technology Park) and I really doubt if this so called information technology board is doing anything other than just sitting in their luxurious offices, smoking and having tea breaks!!! As far I understand, although all the guys in PITB are professionals but technocrats. They get handsome salaries from Punjab Government for doing nothing, as all other government department official do.
Now, talking about ASTP; I’ve got a small office at 8th level of the building and whatever I’m saying here is a firsthand experience. If you have any questions regarding whatever I’ll state here, you’re most welcome to visit my office & i’ll show you everything. (My office number is 11 at 8th floor).
The floor plans & office measurements that were shared with us by the marketing team at ASTP were wrong. As per the floor plans that marketing team had, my office space was about 280 sq ft. but when everything was finalized and I was about to print the contract, I came to know that my office has expanded due to the summer heat (it’s on the west of the building as well, so heat would be the reason of this expansion) and it’s now 312 sq ft.
The actual reason of this expansion was the pillars. The initial floor plan that was given to the marketing team by PITB and marketing team had booked the offices according to that first floor plan, did not include the area taken up by the pillars but in the new plan, tenants are to pay for the space consumed by the building pillars as well. Now, PITB blames the marketing team for this but clearly, I don’t understand how come the marketing team would know this if you guys (PITB) has not told them so.
As for now, this issue has been solved. The marketing team has the new floor plans and they know that the office space is inclusive of the area taken up by the building pillars.
Second bomb was exploded when we came to know that the rental agreement that we’ve to sign with PITB should be printed over the stamp papers of the value equal to 0.02% of the annual rent of the office. Confused?? I was too J
The following formula will explain this thing:
[{Total office space (in sq. ft.) X per sq. ft. rate} X 12] X 0.02
Let’s say you are occupying a whole floor of 10600 sq. ft. and your per sq. ft. rate is Rs.130/-
Your monthly rent would be Rs.1,378,000/-
Your annual rent would be Rs.16,536,000/-
And 0.02% of this annual rent will be Rs.330,720/-
So, you would have to print your contract over a stamp paper valued at Rs.330,720/-
These are the two things that you’ve to bear with. There were some other issues like janitorial services contract was not awarded till a couple of days back but now the contract has been given to a company and at least 8th floor (the only floor where small companies have started to operate) is being taken care off now.
We were told that there is a triple source electricity backup in the building. Electricity from two different WAPDA feeders & a backup generator but till date, it’s not true. Main electricity is provided by one WAPDA feeder and when there is a power outage from WAPDA (that happens a lot in Pakistan), the backup generators get to work. As far I know, the second WAPDA source is still pending. Although PITB has provided LESCO with all required documents and has also submitted the required fee to carry out this function, LESCO has not yet provided the building with an alternate power source. Now, PITB can’t do anything about it, ball is in WAPDA/LESCO’s court.
Now a few words about the overall environment of Punjab Information Technology Board (PITB); It’s been about two weeks now that I’m observing the so called technocrats at PITB. As I had mentioned earlier, the culture at PITB seems no different than any other government organization and people working there are getting their salaries in time, literally for, just sitting in the office & doing nothing.
Although I’ve met the chairman PITB, Dr. Umer Saif & he seemed quite ambitious and passionate about a lot of things but at the moment, I’m not in a position to give any positive or negative feedback about him. At a later stage, when I would’ve seen him a little more, I would definitely provide a feedback.
The person I would like to name here, other than the chairman, is Mr. Faisal Yousaf. He is a joint director at PITB and project director for ASTP (Arfa Software Technology Park). Although I am always a little rude with him, asking a lot of questions and would have shown some disrespect to him quite a few times but it’s true that he might be the only guy who actually is doing something amongst the whole workforce of PITB.
Unlike other government officials, who think themselves to be someone out of this world; Faisal Yousaf listens to everyone. You can go directly to him and can even ask “Why the toilets are not cleaned today?” He’ll listen to all of your complaints and the best thing about this guy is that he won’t just listen; he’ll immediately respond by either directing someone to solve the issue or will go by himself to sort out the problem that you might be facing.
I really wonder, if Dr. Umer Saif wouldn’t have Faisal at PITB, who would have made this building (ASTP) operational in such a short time (about 2-3 months).
To CM Punjab (Mian Shahbaz Sharif): First, thank you for making this iconic building operational and I personally appreciate your efforts of equipping students with Laptops because I saw some students competing at the Hackathon that we organized and without those laptops, these students could never have competed. Second thing, you haven’t done enough yet!! As being CM, you can do a lot more and better!!
To Dr. Umer Saif: You seem to have a vision to promote & help in the growth of local industry but the question is, what exactly have you done till now? And what exactly do you plan to do in coming day?
To Faisal Yousaf: If you’re reading this and I’m sure you’re reading; don’t think that you’ve impressed me. I’ve just written and stated facts that I’ve known and observed till now & as soon I’ll find anything to write against you, I’ll do so. So, keep up the good work, try to lift your self-esteem up & lower your ego.
